Job Description

1. JOB DETAILS:

  • Position Title: Project Lead – Electrical
  • Reports to: Head of Section – Engineering
  • Division: Technical
  • Department: Engineering & CWS

2. JOB PURPOSE:

  • Lead all Electrical, Instrumentation, Fire Alarm, and Automation CAPEX / OPEX Projects from feasibility study to successful completion.
  • Review project specifications, designs, and drawings related to Electrical, Instrumentation, Fire Alarm, and Automation installations of EPC projects.
  • Prepare design, scope, and technical specifications for tendering of Plant modification projects/improvement projects related to electrical and instrumentation.
  • Supervise, schedule, and ensure quality control for the safe execution of CAPEX jobs and validate invoices.

4. KEY ACCOUNTABILITIES: Project Management:

  • Analyze and review plant modification projects / improvement projects proposed by user departments to optimize costs and fulfill operational needs.
  • Lead all Electrical-related projects and support/contribute to larger projects, ensuring delivery within the budgeted cost and standards.
  • Identify and recommend equipment/systems for procurement, provide technical specifications, perform technical evaluations, and recommend suppliers.
  • Coordinate and communicate effectively with other departments on engineering activities.
  • Prepare project status reports, regularly monitor budgets, contractor’s schedule, and allocate project resources appropriately.
  • Adhere to site construction, QA/QC & HSE procedures effectively by vendors according to procedures, electrical drawings, P&I Diagrams, Standards & Specifications.
  • Inspect systems, erection of equipment, and witness all tests on-site or at vendors’ places, where required, and approve them.
  • Hand over the project to the user department with closeout of all punch points, receipt of all deliverables per contract from the vendor, and validate invoices.
  • Prepare and propose annual budget figures for management approval, update all procedures, and coordinate during internal and external audit processes.
  • Adhere to all departmental procedures for an effective workflow.
  • Attend Company Safety patrol, near miss reporting, and job safety implementation to comply with all HSE requirements.

Strategic Contribution:

  • Ensure effective follow-up of the divisional strategy into sectional business plans for vertical alignment and horizontal integration with other interfacing strategies.
  • Direct the development of the Qatarization strategy to attract, develop, retain Qatari Nationals and establish a qualified talent pool, supporting Qatarization targets.

Budgeting and Financial Planning:

  • Prepare and recommend the Capital budget, monitor financial performance versus the budget, and ensure all Project activities are conducted in line with approved guidelines.

Policies, Systems, Processes & Procedures:

  • Ensure effective implementation of policies, procedures, and controls covering all areas of assigned Electrical Engineering activity.

Continuous Improvement:

  • Lead the identification of opportunities for continuous improvement and sustainability of systems, processes, and practices considering global standards, productivity improvement, and cost reduction.

Reporting:

  • Ensure that all Project reports are prepared timely and accurately, meeting Qatar Steel’s requirements, policies, and quality standards.

Quality, Health, Safety & Environment:

  • Comply with all relevant safety, quality, and environmental management policies, procedures, and controls to ensure a healthy and safe work environment.

Related Assignments:

  • Perform other related duties or assignments as advised by the Head of Section – Engineering Section.

6. CONTEXT, WORK ENVIRONMENT & DECISION-MAKING AUTHORITY:

  • The job holder is required to foresee and meet current and potential challenges presented by the operational and staff growth in creating and implementing effective Project Management strategy.
  • Key decisions having a significant impact on operations are referred to the Head of Section – Engineering for approval before implementation.
  • The job holder exercises financial authority as per the level established by Qatar Steel’s Head of Section – Engineering.

7. QUALIFICATIONS, EXPERIENCE, & SKILLS: Minimum Qualifications:

  • Bachelor’s degree in Electrical Engineering / Electrical & Electronics Engineering, or equivalent from a reputable university.

Minimum Experience:

  • Minimum of 15 years of experience in Engineering & Projects at a senior level.
  • In-depth skills and knowledge in Electrical and Instrumentation engineering and thorough knowledge of the complete production process.
  • Manufacturing/Steel industry experience is preferred.
