Job Description

Job Position : Dispatch Attendant

Location : Qatar

Contract : 2 Years

Job Purpose :

To receive inventory and prepare documents through ERP and Oracle systems, stack and load bars, prepare billets and coils for delivery to customers, and input inventories in the system. Ensure that functioning is in compliance with the operating standards and available to meet inventory and delivery requirements under the instruction of the Supervisor.

 

 Job Responsibilities :

Technical Operations

  • Receive bars and billet from RM and CC respectively and stack them in the storage areas according to set procedures.
  • Stack billets in storage yard for internal Qatar Steel use (re-work) and ensure the storage yard is arranged according to set procedures.
  • Load bars and billet from the storage areas onto trailers and from the jetty onto vessels, ensuring that set loading procedures are followed.
  • Input production and delivery data into the ERP system. Print and prepare delivery documentation, identification tags, and stickers for bars and billets as required.
  • Operate weighbridge (TS) for billets, bars, coils, and by-products deliveries in order to ensure correct delivery load sizes and support effective stock control.
  • Participate in section meetings and raise any suggestions/concerns for better improvement.

Policies, Systems, Processes & Procedures:

  • Ensure all operating, safety, environment, and quality procedures are followed in order to ensure the highest standards of operation and to support the achievement of continuous uninterrupted dispatch and receiving operations.

Records & Reports

  • Assist in the preparation of timely and accurate statements and reports to meet department requirements, policies, and quality standards.
  • Prepare and review equipment/tools checklists and maintain records.
  • Report safety observations (Unsafe Act/Condition, Near Miss, etc.) and find out the root cause to mitigate measures to prevent recurrence.

Monitoring & Inspection

  • Inspect Rebars and ensure that the physical fitness of the product (rust/discoloration), tags, binding wires, and alignment of pieces are in order. Inspect billets and coils to ensure that standards are met prior to stacking/delivery.
  • Check trailer loads in order to ensure that goods are safely and securely loaded and that potential transit damages are minimized. Ensure that the load matches the Shipment documents.
  • Control the activities of sub-contractors in the storage yards to ensure that yard operating and safety procedures are met.
  • Verify all tools/equipment to be used before the commencement of work and ensure they comply with safety standards.

Continuous Improvement

  • Assist in improving stacking methods to accommodate optimal quantities per stack in a safe manner.
  • Maintain general housekeeping in all operation areas to ensure a clean, tidy, and safe workplace in accordance with the standards.

Quality, Health, Safety & Environment

  • Assist in conducting Tool Box Talks with sub-contractors at the work site and follow the guide of Heat Stress management procedures to ensure safe and clear understanding of the operation.
  • Attend Safety Meetings, Patrols, and Fire Drills as scheduled. Issuing work permits.
  • Assist Senior Technician/Shift Supervisor in identifying operational hazards & risks.
  • Participate during the SOP, HIRA preparation, permit to work & incident investigation.

Related Assignments

  • Perform other related duties or assignments as directed by the line manager.

Qualifications : High School Graduate or Technical diploma preferred.

Minimum Experience :   2–3 years of experience

Job Specific Skills :

  • Basic computer skills (MS Word, Excel & PowerPoint).
  • Ability to work in a team environment and sometimes independently with minimal supervision as the task may be from time to time.
  • Knowledge and understanding of operating and safety procedures.
  • Knowledge of rebar inspection – Physical inspection & fitness of the products based on rust/discoloration.
  • Knowledge of the loading process and all precautions to be taken during loading.
  • Knowledge of HSE Rules & Regulations in line with ISO management structure, permit to work, Heat Stress management.
  • Good use of the English (must) and Arabic language (preferred).
  • Skill handling personnel from a multi-cultural work environment.
  • Problem-solving skills.
  • Good verbal and written communication and presentation skills.
  • Good understanding of Qatar and GCC culture and working environment.
