Employer Prepares PA & DL
The employer prepares the Power of Attorney (PA) authorizing IMP to recruit in Pakistan, and the Demand Letter (DL) specifying job descriptions with Romanian COD COR codes, net salaries in EUR, and 23 employment conditions.

Document Legalization
PA and DL undergo three legalization stages: (1) Notarization by a Notary Public, (2) Legalization by the Romanian Ministry of Foreign Affairs, (3) Super-legalization by the Embassy of Pakistan in Bucharest ($30/document).

Documents Sent to IMP
Legalized documents are sent to IMP in Pakistan along with: company registration certificate, financial statements, AJOFM certificate (must be <60 days old), and draft employment contract.

IMP Submits to BEOE
IMP submits the documents to Pakistan's Bureau of Emigration and Overseas Employment (BEOE). Permission is typically granted the same day, valid for 120 days.

Embassy Assessment
The Embassy of Pakistan in Bucharest verifies: ONRC registration, financial soundness, vacancy existence (AJOFM certificate), demand type (direct vs. third-party), and labor law compliance.

BEOE Grants Permission — IMP Recruits
IMP advertises positions, screens candidates from its database, organizes trade tests and interviews. The employer can supervise the selection process in Pakistan or via video.

Selected workers complete medical examination and obtain police clearance. Visa application via evisa.mae.ro with in-person appointment at the Romanian Embassy in Islamabad.

Protector Stamp — Worker Departs
After visa issuance, BEOE issues a Protector Stamp — a social security insurance stamp required for departure from Pakistan. Airport immigration will not allow departure without it.

Work Authorization (Aviz de Munca) — Employer Process
This process runs in parallel with Steps 1-3 above. The employer must complete this in Romania before the worker can apply for a visa.
