HEC Degree Attestation Is Now 100% Online — the 2026 Process and Fee

In 2026 the Higher Education Commission moved degree attestation entirely online through eservices.hec.gov.pk (launch reported as 11 May 2026): no office visit, no originals in hard copy, Rs 3,000 per document, and an e-Attestation Certificate you download from your account. Apply directly on HEC's portal, or let IMP file and track it for you.

HEC charges Rs 3,000 per document and no agency fee is required to apply. IMP's filing service is optional and quoted separately.

What Changed: HEC Attestation Without a Visit

HEC (Higher Education Commission) degree attestation is the official verification of educational documents issued by Pakistani universities. It is the mandatory first step of the attestation chain for anyone going abroad to work or study: without it, MOFA and the embassies in Pakistan will not attest a university degree.

In 2026 HEC replaced its previous attestation process with a fully online, paperless Degree Attestation System. In HEC's own words, the new system removes "the need for applicants to visit HEC offices or submit original documents in hard copy". You upload scans, pay online, HEC verifies the record with your university, and you are notified by SMS and email to download the e-Attestation Certificate from your account. HEC's page lists no in-person, urgent or hard-copy option; everything runs through the online portal.

Gulf employers (Saudi Arabia, UAE, Qatar, Bahrain, Oman, Kuwait) and many other destinations require the HEC step before Pakistan MOFA and embassy attestation, so the chain is unchanged: HEC e-certificate first, then MOFA, then the embassy.

The Process

HEC Online Attestation Step-by-Step (2026)

Create your account on eservices.hec.gov.pk

Register on the HEC e-Services portal. Note that eportal.hec.gov.pk is a different HEC portal; the Degree Attestation System page directs applicants to eservices.hec.gov.pk.

Enter your degree details and upload scans

Add every qualification exactly as it appears on the document (level, duration, title, campus, session, registration or roll number), upload the PDF scans and your photo, review everything, then tick the undertaking. You are responsible for the accuracy of what you submit.

Pay Rs 3,000 per document and verify the payment

Click "Proceed for Payment" to generate a 1-Link consumer number, pay through your bank app or wallet, then click "Verify Payment". The application stays in "saved / pending payment" until the fee is verified; only then is it submitted to HEC.

University verification and HEC review

HEC asks the issuing university to confirm your record, then completes its own review. If anything is missing, the case is returned to you as a task under "Task Assigned to Me" — fix it and resubmit. No visit is required at any point.

Download your e-Attestation Certificate

You are notified by SMS and email when the certificate is issued, and you download it from your HEC account. HEC also runs an online certificate-verification page (reported at hec.gov.pk/site/verification; not linked from the Degree Attestation System page) where the e-certificate can be checked.

What is the HEC degree attestation fee in 2026?+

Rs 3,000 per document — degree, transcript, provisional certificate or HEC equivalence letter. A degree plus its transcript is Rs 6,000. The fee is paid online through 1-Link and is not refundable if you select the wrong documents. HEC's page lists no other fee; every attested item is issued as an electronic certificate.

What is the HEC degree verification fee?+

HEC's Degree Attestation System page lists a single fee, Rs 3,000 per document, which covers verification of your record with the issuing university and issuance of the e-Attestation Certificate. No separate "verification fee" is listed there; HEC's third-party degree-verification service for employers is a different product with its own procedure.

Is HEC attestation done online now?+

Yes. The whole process is online at eservices.hec.gov.pk: you upload scans, pay online, and download an e-Attestation Certificate. You do not visit an HEC office and you do not submit original documents in hard copy.

Is urgent or same-day HEC attestation available?+

HEC's Degree Attestation System page lists no urgent or same-day option; every application goes through the same online process. (The urgent counter fee of Rs 3,000 per application described in HEC's earlier procedure documents belonged to the previous in-person system.)

How long does HEC online attestation take?+

HEC does not publish a processing time. Applicants commonly report about 10–15 working days. A returned case adds time, which is why complete, accurate uploads matter.

Do I still need to visit HEC or submit my original degree?+

No. HEC states that the new system removes the need to visit HEC offices or submit originals in hard copy. Keep your originals; only clear PDF scans are uploaded.

Which portal do I use — eportal.hec.gov.pk or eservices.hec.gov.pk?+

Degree attestation applications go through eservices.hec.gov.pk, the HEC e-Services portal named on the Degree Attestation System page. eportal.hec.gov.pk is a separate HEC portal that the Degree Attestation System page does not name.

Which documents do I upload?+

Both sides of your CNIC, a clear PDF of each degree, transcript or provisional certificate you want attested, a passport-size photo on a plain background, and where applicable an HEC NOC (MS/MPhil programmes launched after 7 November 2013) or your PMDC/PNMC registration for medical and nursing degrees.

What happens if HEC returns my application?+

The case appears under "Task Assigned to Me" in your account with HEC's remarks. Upload the missing document or correct the details and resubmit for re-scrutiny. IMP handles this step for clients whose cases are returned.

How does an employer or embassy verify the e-certificate?+

HEC runs an online verification page (reported at hec.gov.pk/site/verification; not named on the Degree Attestation System page) where the e-Attestation Certificate can be checked. Confirm with MOFA or the embassy concerned how they wish to receive the electronic certificate for the next step.

Do I still need MOFA and embassy attestation after HEC?+

Yes. HEC is only the first step. For Gulf employment the chain is HEC e-attestation, then Pakistan MOFA, then the destination embassy (Saudi, UAE, Qatar, Bahrain, Oman or Kuwait). IMP can run the full chain for you.
