1. JOB DETAILS:
- Position Title: Project Lead – Civil / Structural
- Reports to: Head of Section – Engineering
- Division: Technical
- Department: Engineering & CWS
2. JOB PURPOSE:
- Maintain Qatar Steel Civil and Structural assets, including plant buildings, sheds, offices, shop floor & control rooms, equipment foundations, jetty, plant premises infrastructure.
- Lead all Civil & Structural Engineering CAPEX / OPEX Projects from feasibility study to successful completion.
- Coordinate with consultants/contractors for detail design and statutory approvals.
- Conduct periodic and condition-based structural assessments of various buildings and structures.
- Review structural design and drawings of EPC projects submitted by contractors.

4. KEY ACCOUNTABILITIES: Project Management:
- Prepare CAPEX project execution strategy, Scope of Works, layouts, technical specifications for tendering, and do techno-commercial evaluations.
- Inspect plant civil facilities periodically, plan and schedule repair, maintenance activities for plant reliability.
- Coordinate with Consultants for Structural Assessment & Condition monitoring of various buildings and structures.
- Review hand sketches/drawings for civil repairs and suggest cost-effective repair methodology.
- Review and approve job estimations, shop drawings, material submittals, and method statements.
- Issue work orders, coordinate with contractors, monitor, supervise, and inspect their work.
- Monitor project progress, contractual obligations, control the budget, and review proposed changes.
- Prepare estimates and budget proposals for departmental civil budget.
- Initiate, review, and update Civil procedures for continuous improvement.
- General design and calculations of civil foundations, pedestals, and footings.
- Coordinate with consultants/contractors for detail design and statutory approvals for new building/shed projects.
Strategic Contribution:
- Ensure effective alignment of divisional strategy with sectional business plans.
- Direct the development of the Qatarization strategy to attract, develop, and retain Qatari Nationals.
Budgeting and Financial Planning:
- Prepare and recommend the Capital budget, monitor financial performance, and ensure project activities align with approved guidelines.
Policies, Systems, Processes & Procedures:
- Ensure effective implementation of policies, procedures, and controls covering all areas of assigned Civil Engineering activity.
Continuous Improvement:
- Lead the identification of opportunities for continuous improvement and sustainability of systems, processes, and practices.
Reporting:
- Ensure timely and accurate preparation of project reports meeting Qatar Steel’s requirements, policies, and quality standards.
Quality, Health, Safety & Environment:
- Comply with safety, quality, and environmental management policies, procedures, and controls.
Related Assignments:
- Perform other related duties or assignments as advised by the Head of Section – Engineering Section.

6. CONTEXT, WORK ENVIRONMENT & DECISION-MAKING AUTHORITY:
- Foresee and meet current and potential challenges in creating and implementing an effective Project Management strategy.
- Key decisions with significant impact on operations are referred to the Head of Section – Engineering for approval.
- Exercise financial authority as per the level established by Qatar Steel’s Head of Section – Engineering.
7. QUALIFICATIONS, EXPERIENCE, & SKILLS: Minimum Qualifications:
- University Graduate in Civil Engineering
- Master’s degree in Structural Engineering from University / Equivalent.
Minimum Experience:
- Minimum of 15 years of experience in Engineering & Projects at a senior level.
- In-depth skills and knowledge in Mechanical Engineering with a thorough understanding of the complete production process.
- Manufacturing/Steel Industry experience is preferred.
